HANDICAP CURB RAMPS NOTICE

 

The City of New Castle, Pennsylvania is requesting proposals for the installation of Handicap Curb Ramps along various streets in the City of New Castle, Pennsylvania. The Base Bid for this project includes fifty (50) Handicap Curb Ramps. The Optional Bid for this project includes six (6) Handicap Curb Ramps.  The project will be performed under one (1) General Contract.

 

All responsible parties regularly engaged in the business of this nature, interested in making sale to the City of the above, may obtain a copy of the specifications for a non-refundable fee of $25.00 at the office of R.A.R. engineering group, inc., 1135 Butler Avenue, New Castle, PA 16101-4262, Telephone: (724) 652-1004, or in the Online Plan Room at www.rarengineering.com

 

All bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made.  Documentation of such solicitations and commitments shall be submitted concurrently with the bid.

 

Separate sealed proposals shall be addressed to Ciara Buck, Deputy City Clerk, City Building, 230 N. Jefferson Street, New Castle, PA 16101-2220, marked on the outside as follows:

 

2026 CDBG – HANDICAP CURB RAMPS

CONTRACT NO. 2026-07

 

Each proposal must be accompanied by a certified check or bid surety bond in the amount of ten percent (10%) of the price of the bid, which sum shall be specifically set forth in the surety bond with a reference to the specific bidding document, as a guarantee that if the proposal be accepted a contract will be entered into and its performance properly secured.

 

Sealed proposals will be received in the office of the City Clerk until:

 

3:00 P.M., THURSDAY, MAY 21, 2026

 

Bids will be opened and read aloud at a regularly scheduled City Council meeting on Thursday, May 21, 2026, at 6:00 p.m.  The City of New Castle reserves the right to reject any or all proposals and to make such award as most advantageous to the City.  Bids may be held by the City of New Castle for a period not to exceed sixty (60) days from the date of opening of the bids for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding the contract or rejecting any or all bids.

 

All bidders are advised of the notice of requirements for affirmative action to ensure equal employment opportunity (Executive Order 11246). The contractor must follow Davis Bacon Wages and the applicable requirements will be in use for the project (refer to HUD 4010 form); therefore, attention is called to the fact that not less than the minimum salaries and wages, as determined by the Secretary of Labor for the type of work described, is in accordance with Executive Order 11246, as set forth in the contract documents, will be necessary.

 

Section 3, Minority Business Enterprise and/or Women Business Enterprise owned firms and individual minority and female professionals are encouraged to participate. Attention is called to the fact that employees and applicants for employment may not be discriminated against because of race, color, age, religion, sex, disability, family status, or national origin.

Quaker Falls Recreation Area opens to the public in Lawrence County

A bidder has been chosen for the demolition of the former FirstMerit Bank building.

During its monthly meeting Thursday, the Redevelopment Authority of Lawrence County voted 3-0 to accept a $624,600 bid from Dore & Associates of Bay City, Michigan. Authority members Jon Natale and Frank Telesz were absent.....

Neshannock looking at $6M for new roof, other projects

NEW CASTLE – 

Neshannock School Board during its Monday meeting learned it will cost about $6 million to replace the roof on the elementary school, build a 2,400-square-foot garage, add a restroom at the athletic fields and repave the campus.

The district plans to borrow the money for the projects.

Ron Rizzo, principal for R.A.R. Engineering Group in New Castle, said it’s too late to replace the roof this summer as originally planned.....
